well eczema tends to be dry patches of skin that may have weeping cracks or be flakey
baby acne is usually greasy/oily with red/yellow spots

discontinue the use of any perfumed products and lotions
clean any red/sore areas with cooled boiled water/ chamomile tea
when you give him a bath use only water(no soap)!
You may like to try filling an odd sock with a hand full of oatmeal/porrige oats and tie a knot in it! use this like a sponge to wash him! Keep squeezing the sock so the "juice" runs over his skin and keep rubbing the sock all over him!
Do this for each bath time and you will start to see an improvement in a few days
Dont forget to rinse and empty the sock after

It sounds like a reaction to the lotion, so it could be eczema. If the rash appears dry, scaly, and is very itchy, it probably is. You may have to start using gentler, organic lotion and soap to prevent rashes.
