What’s the best thing to cure eczema on the neck?

My friend has this nasty thing on her neck for more than a year. Its consuming her whole neck actually. Its dry, red and scabby. I knew she went to a Doctor, they gave her this lotion but it didn’t work at all. I tried giving her cortaid, but that didn’t really work either
