I think I have eczema…… what does it look like, and what causes it?

I sometimes get breakouts on my arms and legs of these little patches a red bumps, they dont hurt but are a little sensitive and itchy. They also are very dry. I know it is not acne but it looks kinda like it.

See a dermatologist. It could be any of a number of conditions and perhaps easily treatable.
